2024 Comprehensive Opioid Abuse Program (COAP)

The opioid crisis is a public health emergency that threatens the wellbeing of individuals, the families of those who abuse drugs as well as significantly negatively impacts the communities they live in. The Comprehensive Opioid Abuse Site-based Program is designed to support diversion programs and community based treatment for individuals who abuse illicit and prescription opioids; implement and enhance prescription drug monitoring programs; promote cross-system planning and coordination of service delivery; and reduce the incidence of fatal overdoses associated with opioid use. Effective responses must be comprehensive and address the needs of the individual who is abusing drugs, the impacts to communities and their resources caused by drug abuse as well as impacts to the children and families of addicted individuals who may be experiencing trauma, violence, and victimization because of it. COAP’s purpose is to provide financial and technical assistance to states, units of local government, Indian tribal governments, and non-profit entities to plan, develop, and implement comprehensive efforts to identify, respond to, treat, and support those impacted by the opioid epidemic, stimulants, and other drugs of abuse. COAP can also be used to help improve already existing treatment and diversion programs in furthering their goals and impacts they hope to achieve. The Montana Board of Crime Control (MBCC) is soliciting proposals for the Comprehensive Opioid Abuse Program (COAP) [also known as the Comprehensive Opioid, Stimulant, and Substance Abuse Program (COSSAP)] to be funded by the U.S. Department of Justice (DOJ), Office of Justice Programs, Bureau of Justice Assistance. While the opioid epidemic has dominated national headlines, communities throughout Montana have been impacted by diverse drug use patterns including stimulants and other illicit substances. Responding to this emergency is one of MBCC’s top priorities. A cornerstone of the COAP initiative is the emphasis on partnership and collaboration across the public health, behavioral health, and public safety sectors. MBCC is committed to promoting public safety and supporting access to recovery services. The application process is non-competitive and there is no specified limit on the number of applicants that will be awarded funding. Previous funding from MBCC does not guarantee an award under this funding opportunity. Approximately $450,000 will be available during the project period, depending upon availability of federal funds.
