2022 Comprehensive Opioid Abuse Program (COAP)
Description
The opioid crisis is a public health emergency that threatens the wellbeing of individuals who abuse drugs and impacts the safety of communities. The opioid epidemic is impacting first responders, the criminal justice system, child welfare and foster care, and behavioral health systems.
The Comprehensive Opioid Abuse Site-based Program is designed to support our nation’s first responders and provide for the needs of crime victims; support diversion programs for non-violent individuals who abuse illicit and prescription opioids; implement and enhance prescription drug monitoring programs; promote cross-system planning and coordination of service delivery; and reduce the incidence of fatal overdoses associated with opioid use. Effective responses must be comprehensive and address the needs of the individual who is abusing drugs, as well as any children and loved ones who may be experiencing trauma, violence, and victimization.
COAP’s purpose is to provide financial and technical assistance to states, units of local government, and Indian tribal governments to plan, develop, and implement comprehensive efforts to identify, respond to, treat, and support those impacted by the opioid epidemic, stimulants, and other drugs of abuse.
The Montana Board of Crime Control (MBCC) is soliciting proposals for the Comprehensive Opioid Abuse Program (COAP) [also known as the Comprehensive Opioid, Stimulant, and Substance Abuse Program (COSSAP)] to be funded by the U.S. Department of Justice (DOJ), Office of Justice Programs, Bureau of Justice Assistance.
While the opioid epidemic has dominated national headlines, communities throughout Montana have been impacted by diverse drug use patterns including stimulants and other illicit substances. Montana’s substance abuse problem is a public health emergency that threatens the wellbeing of individuals who abuse drugs and impacts the safety of communities. It is impacting the criminal justice system, child welfare and foster care, behavioral health systems and first responders. Responding to this emergency is one of MBCC’s top priorities. A cornerstone of the COAP initiative is the emphasis on partnership and collaboration across the public health, behavioral health, and public safety sectors. MBCC is committed to promoting public safety and supporting access to recovery services in the criminal justice system. Effective community responses leverage the combined expertise of each of these disciplines and rely upon unified and coordinated strategies.
The application process is non-competitive and there is no specified limit on the number of applicants that will be awarded funding. Previous funding from MBCC does not guarantee an award under this funding opportunity.
Approximately $1,200,000 will be available during the project period, depending upon availability of federal funds.
